Palm Beach County Keeps Tax Rate Flat—Why Some West Boca Tax Bills May Still Rise

Palm Beach County commissioners adopted an $8.26 billion FY2027 budget keeping the operating millage at 4.5000. Here is why rising property assessments may still increase your tax bill.

Key Facts: FY2027 County Budget

  • Millage Rate: Maintained at 4.5000 mills ($4.50 per $1,000 of taxable value).
  • Rolled-Back Comparison: The 4.5000 rate is 5.44% above the rolled-back rate of 4.2678 mills.
  • Total Budget: $8,263,984,243 countywide funds budget adopted in a 5–2 vote on Sept. 15, 2026.
  • Sheriff's Office: PBSO gross budget approved at $1.178 billion (reflecting $32 million in cuts from initial requests, but still a ~7% increase).
  • Key Unincorporated Rates: Fire Rescue MSTU millage set at 3.4581; Library District millage set at 0.5491.
  • Effective Date: Takes effect October 1, 2026.

What Commissioners Adopted

On Tuesday, September 15, 2026, the Palm Beach County Board of County Commissioners voted 5–2 to adopt the final FY2027 countywide budget of $8.26 billion. Commissioners Sara Baxter and Maria Sachs voted in opposition.

The adopted countywide operating millage rate was kept unchanged at 4.5000 mills—equivalent to $4.50 for every $1,000 of taxable property value. However, keeping the tax rate flat does not guarantee an unchanged tax bill for West Boca homeowners.

Why a Flat Rate Does Not Mean a Flat Tax Bill

Under Florida's Truth in Millage (TRIM) framework, local governments must calculate a 'rolled-back rate'—the exact millage rate that would generate the same total ad valorem property tax revenue as the previous year, excluding new construction.

Because overall property values across Palm Beach County grew significantly over the past year, the county's rolled-back rate was calculated at 4.2678 mills. By keeping the rate at 4.5000 mills, countywide property tax revenues will increase by approximately 5.44% over the rolled-back rate, generating an estimated $85.3 million in additional tax revenue.

For individual homeowners, if your property's taxable assessed value increased this year, your county tax payment will rise even though the county's millage rate remained constant.

Simplified West Boca Homeowner Example

Consider a primary homestead property in West Boca with a taxable assessed value (after homestead exemptions and Save Our Homes assessment caps) of $400,000:

  • Countywide Operating Tax (4.5000 mills): $1,800.00
  • Fire Rescue MSTU Tax (3.4581 mills): $1,383.24
  • Library District Tax (0.5491 mills): $219.64
  • Voted Debt Service (0.0210 mills): $8.40
  • Subtotal for County Levies: $3,411.28

Note: This simplified example covers only countywide and county dependent district levies. It does not include Palm Beach County School District taxes, water management district levies, or non-ad valorem assessments.

Key Millage Rates for Unincorporated West Boca

Unincorporated West Boca residents pay county property taxes across several specific dependent funds:

  • Countywide General Fund: 4.5000 mills (5.44% over rolled-back rate of 4.2678). Supports county administration, parks, health services, and constitutional officers.
  • Fire Rescue MSTU: 3.4581 mills (5.25% over rolled-back rate of 3.2856). Directly funds Palm Beach County Fire Rescue stations and emergency medical services serving West Boca.
  • Library District: 0.5491 mills (5.33% over rolled-back rate of 0.5213). Funds the Palm Beach County Library System, including the West Boca Branch and Glades Road Branch.
  • Countywide Voted Debt Service: 0.0210 mills. Repays voter-approved county general obligation bonds.

What Happened to the Sheriff's Office Budget?

The Palm Beach County Sheriff's Office (PBSO) budget was a major point of discussion during budget workshops. Commissioners reduced PBSO's initial funding request by a total of $32 million across recent budget reviews, including an additional $8 million agreement reached during final adjustments.

Even with those reductions, commissioners approved a gross PBSO budget of $1.178 billion ($1,178,269,394)—representing an approximate 7% increase over FY2026 funding levels.

How Residents Can Check Their Property Taxes

The Palm Beach County Property Appraiser's Office mailed TRIM notices to property owners in August detailing proposed values and tax rates. Property owners can inspect their specific property assessment, Save Our Homes cap status, and exemption benefits at pbcgov.org/papa.

Final tax bills reflecting these adopted rates will be mailed by the Palm Beach County Tax Collector in November 2026, with payment due by March 31, 2027 (and early-payment discounts available starting in November).
